Compost centre could have new site on farm

A REFUSE collection firm is planning to move to a new composting centre outside Great Bowden.

Harborough District Council's waste contractor Focsa wants to relocate from its base near Theddingworth to a new site at Tin House Farm, in Welham Lane, outside Great Bowden.

According to plans submitted to the district council, the firm is hoping to change the existing farm buildings for use as workshops, offices and for the bulking of dry recyclable materials.

They include proposals for a composting area, wheeled bin store, vehicle wash, and storage space for 15 refuse vehicles and 12 smaller commercial vehicles.

Focsa took over from Veolia Environmental Services on April 1 and moved its base from Rockingham Road, Harborough to Pebble Hall Farm outside Theddingworth to be more central between Harborough and Lutterworth.

But it did not have planning permission to conduct waste transfer services at the site and submitted a retrospective planning application to Northampton-shire County Council, which was withdrawn on August 20.

A spokesman for Focsa told the Mail the proposed move back to the Harborough area was a 'commercial decision' but declined to comment further.

Kamal Mehta, deputy chief executive of the district council, said: "The contractors (Focsa] have a responsibility to have an operational depot in the district so it is a matter for them to decide. Focsa have kept HDC fully informed."
